Progress Report 2024
PHB is glad to present the 2024 progress report for Portland’s Housing Bond.
Passed by voters in 2016, Portland's Housing Bond committed $258.4 million to create 1,300 permanently affordable homes for Portlanders in need. Alongside the Bond Oversight Committee, PHB has spent the past nine years working to deliver on the Bond's promise in alignment with the priorities set forth by our communities.
As Mayor Keith Wilson writes in his introduction to the report, "In 2022, the Bond entered its final phase, as the last of the funds were allocated. At that point, it was clear that the Portland Housing Bureau had significantly exceeded all major goals for this investment, producing 43% more affordable homes than initially promised. The Bond is also exceeding targets for family-sized homes, units of Permanent Supportive Housing (PSH), and deeply affordable homes. By the end of 2024, we had opened 1,551 units across 13 Bond projects, with two additional projects moving through construction."
This report features demographic data from eight open projects, project profiles, and financial data. Also featured are the stories of Zuri and Henry, residents of the two Bond-funded projects which opened last year: the Hazel Ying Lee Apartments and Francis + Clare Place.
"There is still much more work to do," writes Mayor Wilson. "But I have hope that this community will see the incredible impact [the Bond has] made, and come together again to give the City, our development partners, and our service providers the opportunity to fulfill the promise we’ve made with this work so far."
